I agree this should be seen as a bonus for pvp'ers (among others) - 3 or 4 heroic clears or 1 kara clear, instead of spending a wad of hard earned gold, puts these well within reach of nearly everyone. In short, PvPers still have to get instance-derived badges, while raiders can both work on gearing up and getting the gems simultaneously.
